IRS Launches Investigation of Clinton Foundation

Charges of corrupt “pay-to-play” activities investigated by tax agency’s exempt operations office

IRS Commissioner John Koskinen referred congressional charges of corrupt Clinton Foundation “pay-to-play” activities to his tax agency’s exempt operations office for investigation, The Daily Caller News Foundation has learned.

The request to investigate the Bill, Hillary and Chelsea Clinton Foundation on charges of “public corruption” was made in a July 15 letter by 64 House Republicans to the IRS, FBI and Federal Trade Commission (FTC). They charged the foundation is “lawless.”

The initiative is being led by Rep. Marsha Blackburn, a Tennessee Republican who serves as the vice chairwoman of the House Committee on Energy and Commerce, which oversees FTC. The FTC regulates public charities alongside the IRS.

The lawmakers charged the Clinton Foundation is a “lawless ‘pay-to-play’ enterprise that has been operating under a cloak of philanthropy for years and should be investigated.”

Koskinen’s July 22 reply came only a week after the House Republicans contacted the tax agency. It arrived to their offices Monday, the first opening day of the Democratic National Convention in Philadelphia.

“We have forwarded the information you have submitted to our Exempt Organizations Program in Dallas,” Koskinen told the Republicans.

The Exempt Organization Program is the division of the IRS that regulates the operations of public foundations and charities. It’s the same division that was led by former IRS official Lois Lerner when hundreds of conservative, evangelical and tea party non-profit applicants were illegally targeted and harassed by tax officials.

Blackburn told TheDCNF she believes the IRS has a double standard because, “they would go after conservative groups and religious groups and organizations, but they wouldn’t be looking at the Clinton Foundation for years. It was as if they choose who they are going to audit and question. It’s not right.”

Blackburn said she and her colleagues will “continue to push” for answers on the Clinton Foundation’s governing policies, including its insular board of directors. She said they also will examine conflicts of interest and “follow the money trail.”

“In my opinion, there’s a lack of good governance, there is the appearance of conflicts of interest, and there are continued questions about the financial dealings,” she told TheDCNF.

House Republicans singled out Laureate Education and Uranium One as two companies that seemed to have paid lavish sums to the Clintons and later received official government benefits.

Laureate hired former President Bill Clinton as “honorary chancellor,” paying him $16.5 million over five years. The Baltimore-based company, which operates for-profit universities in 28 countries, also donated between $1 million and $5 million to the Clinton Foundation, according to the foundation’s web site.

While Bill was collecting a paycheck from the company and his wife was secretary of state, the International Finance Corporation (IFC), an arm of the World Bank, invested $150 million in Laureate. It was the largest-ever single IFC investment to an educational company. The United States government is the largest contributor to the IFC. During that same period, the Department of State’s U.S. Agency for International Development awarded $55 million to the International Youth Foundation. Laureate CEO Douglas Becker is on the foundation’s board of directors. International Youth Foundation, the Clinton Foundation and Laureate jointly participated in foundation programs.

A Laureate spokesman denied the quid pro quo charges: “Allegations of any quid pro quo between Laureate, the International Youth Foundation and the Clintons are completely false,” she told TheDCNF, adding, “the IFC’s decision to invest in Laureate had no connection to and was not influenced in any way whatsoever by Hillary Clinton.”

The IFC also awarded $150 million to another company owned by Frank Giustra, a close friend of Bill Clinton. Giustra donated $100 million to create the “Clinton Giustra Enterprise Partnership” within the Clinton Foundation. The funds went to Pacific Infrastructure, a company in which Giustra had a significant financial stake. The company was to build a port and oil pipeline in Colombia that was strenuously opposed by environmental and human rights groups because the pipeline sliced through five indigenous villages and forcibly displaced the tribes.

Giustra also was an owner in Uranium One, a uranium mining company with operations in Kazakhstan and in the western United States. Giustra wanted to sell a share of the uranium business to Russia’s atomic energy agency, which required U.S. approval, including that of Secretary Clinton. The Russian investment was approved.

Blackburn added that it appeared the Clinton Foundation — which was tax-exempt only to construct and manage Clinton’s presidential library — never got IRS approval to become a tax-exempt global organization with operations in Africa, Asia, Latin America, the Pacific and the Caribbean.

“In the Clinton Foundation we have a charity that has never filed the appropriate paperwork,” Blackburn charged.

Charles Ortel, a Wall Street analyst who has been investigating the Clinton Foundation, told TheDCNF that the expansion of the foundation into a global giant was not legally approved by the IRS.

“It’s crystal clear in a review of their application that their purposes were narrowly limited, as they should have been, to a presidential archive in Little Rock, Arkansas,” he said to TheDCNF. “End of discussion.”

Blackburn also questions the makeup of the Clinton Foundation’s board of directors, which IRS rules require include independent, arm’s-length board members. The Clinton Foundation board mainly consists of close friends, business colleagues and big donors to the Clintons, as reported by TheDCNF.

“All charities need to guard against incestuous relationships which limit their ability to be objective,” the congresswoman said. “In the Clinton Foundation, we see a lack of diversity within their board.”

Uranium One did not respond to TheDCNF’s request for comment. The Clinton Foundation also did not respond to TheDCNF’s request for comment.

House rejects effort to ban illegal immigrants from military service

In a break from previous votes on the issue, the House on Thursday rejected two GOP proposals to prevent the Obama administration from enlisting young illegal immigrants to serve in the military.

Lawmakers voted down two measures offered by immigration hard-liners Reps. Steve King (R-Iowa) and Paul Gosar (R-Ariz.) that would have prohibited the use of federal money to enlist young illegal immigrants who have been granted work permits under President Obama’s Deferred Action for Childhood Arrivals (DACA) program.

More than 30 Republicans with more centrist views on immigration joined all Democrats in opposing the two amendments offered to a Defense Department spending bill. The amendments failed narrowly with votes of 207-214 and 210-211, respectively.

Certain young illegal immigrants qualify for DACA if they came to the U.S. as minors and have worked toward at least a high school education, among other requirements.The Obama administration has already enlisted some DACA recipients through a program, Military Accessions Vital to the National Interest (MAVNI), that recruits immigrants with valued foreign language or medical skills to serve in the military. Gosar said the Pentagon confirmed to his office that it had recruited 141 DACA recipients as of April.

The amendments would have blocked the Obama administration from using the MAVNI program to enlist people in the DACA program.

Democrats sought to tie the provisions to the harsh rhetoric on immigration from presumptive GOP presidential nominee Donald Trump.

“Clearly, House Republicans are taking their anti-immigrant cues from Donald Trump,” said Rep. Ben Ray Lujan (D-N.M.), the chairman of House Democrats’ campaign arm.

“They come here in the spirit of Donald Trump,” Rep. Joaquín Castro (D-Texas) said of the House GOP. “What we’re seeing with these amendments is part of a larger pattern of hostility toward Hispanic Americans on the part of the Republican Party.”

King and Gosar said that the Obama administration is stretching the limits of MAVNI.

“It’s not for the president to use this as a blanket amnesty,” King said.

Rep. Ruben Gallego (D-Ariz.), an Iraq War veteran, argued that the military should be able to recruit anyone who could help the nation.

“Simply put, we shouldn’t let political posturing stand in the way of our military’s requirement goals,” Gallego said.

It’s the second time in a week that House Democrats have used an immigration-related provision in an appropriations bill to try to tie the GOP to Trump.

The annual spending bill for legislative branch operations typically passes with a wide bipartisan majority. But the measure passed largely along party lines last week because Democrats opposed a provision to keep the phrase “illegal alien” in subject headings, contrary to a Library of Congress decision.

Republicans maintained that the phrase simply reflects that some people are in the country illegally. But Congressional Hispanic Caucus Chairwoman Linda Sánchez (Calif.) urged fellow Democrats to vote against the spending bill, arguing that the term “perpetuates racism and promotes hate.”

Debate over allowing illegal immigrants to serve in the military nearly sunk the annual Defense authorization bill last year.

The House Armed Services Committee had approved a provision establishing a “sense of the House” that the Pentagon should review allowing DACA recipients to enlist during its markup of the bill. But the House later voted to eliminate the language in response to conservative outcry.

Cruz Supporters Rig Delegate Count in Missouri

Similar effort underway in Pennsylvania

Cruz operatives were busy last week in the Show Me State snatching delegates away from frontrunner Donald Trump.

According to Ellisville Mayor Adam Paul, who attended the Wild Horse township caucus in St. Louis County on April 9, former Missouri House Speaker Tim Jones brought a slate of Cruz delegates that supported the second-place presidential candidate. Jones’ slate won.

Despite the effort to stack the deck, Missouri’s secretary of state Jason Kander officially declared last Tuesday Trump won a narrow victory over Cruz. Kinder also declared Hillary Clinton won a close race against rival Bernie Sanders.

“Those things don’t pass the smell test,” Paul said about the delegate count. “We had a slate that we presented which was more a reflection of the will of the people, and their slate was filled with Cruz supporters,” he told The Missouri Times.

He said voters may think twice about bothering to vote if the delegate count is rigged.

“A winner-take-all primary is a clear referendum of who we want to choose for our nomination,” Paul said. “Political Kabuki theater is thwarted when you have a process like that. I think that the process right now, it allows for political insiders and campaigns to push for a strategic movement that only benefits themselves.”

Over the top delegate rigging has the potential to damage the Republican party, Paul added.

“This is going to throw a wedge into the Republican party if Trump wins the majority of delegates that are bound but not the nomination. I think that’s really going to damage the party,” he said.

In Pennsylvania, a similar effort is underway. NBC reports Cruz’s network is working to corral the state’s unbound delegates.

“It’s very telling that’s Ted Cruz tonight is not in Brooklyn or Manhattan or any of the boroughs or state. He’s in Pennsylvania,” Hallie Jackson reports.

“That’s indicative of where he and his campaign see this race going, to Pennsylvania, where they are looking to make a play for these unbound delegates. Even if they come in a distant third, a top campaign aide tells me, they will still, they believe, pick up more than half the delegates there.”

Thank you for your note. Go ahead and burn the party down if that is what it takes to put this country on the right track then I am open to anything.

What happened over the weekend was simple and had no manipulation or underhanded process in it.The Cruz campaign worked harder than anyone else over a longer period of time, using the process that we have to create a victory for him. He came to Colorado, and was the only candidate who did, gave a great speech and won. I would have been perfectly okay with the result being for Mr. Trump had he and his team done the same thing. I will support whoever wins without hesitation but blaming other people when you don’t get what you want is only relevant if you did the work honestly and someone manipulated the process. That didn’t happen here.

I think people are upset right now because they either don’t like the process or don’t understand it. I am one of the people who doesn’t like it. It’s complicated and many don’t understand why we don’t just have a national primary across all 50 states in about June, pick the winner and go after the democrats in the general election. There are complications to that as well but it comes down to states rights on how we pick candidate. We should have a presidential primary here but the legislature eliminated it in 2002 because it costs to much and that is a limited government move. Up until this year no one cared. We will put a presidential primary back into our law before this year is over.

Lastly, the one thing I do not get from the Trump supporters who are mad at me right now is why so many believe he isn’t going to win. I think Mr. Trump has woken America up and we should be thankful for that. But why do you think he isn’t going to win. He has a big lead, the easiest path to the nomination, a lead in critical states like NY and California etc. Channel you energy into getting your guy elected and in the end if really manipulation happens I will be there to light the match for you.

No Primary, No Caucus: Cruz Gets All Colorado Delegates

No voters needed

Moments after announcing that Ted Cruz had swept all 34 delegate slots at the Colorado GOP convention Saturday, the state party tweeted: “We did it. #NeverTrump.”

Within minutes, the tweet had been deleted.

Steve House, the Colorado GOP chairman, insisted his staff had nothing to do with the tweet and is now investigating.

“There’s no way we tweeted that,” House said, although he acknowledged that the state party was responsible for deleting it.

Even though it only existed in the ether of cyberspace for a few minutes, the optics of such a tweet coming from the neutral arbiter of Saturday’s delegate selection process amidst a hard-fought trench war between Cruz and Donald Trump to secure the Republican presidential nomination rankled a number of Colorado Republicans.

Several local GOP operatives were quick to suggest that the tweet, which was quickly deleted, was the work of the two young Republican operatives at D/CO, a newly formed Republican consulting firm that caters on outreach to Millennials. Caleb Bonham and Kyle Forti, who formed D/CO in December, just took over a number of clients from another local firm, Avinova, which used to assist the Colorado GOP with social media.

Obama’s war on the free press accelerates

The Obama White House has directed an FBI task force to put Alex Jones and the Infowars operation under surveillance in anticipation of a potential raid, a source told Jones yesterday.

Around a year ago, Jones was first contacted by a source within the FBI who informed him that Infowars was being kept under close surveillance by the federal government.

Another well placed source contacted Jones yesterday to tell him that an FBI task force in Washington DC was now specifically dedicated to targeting Jones and the Infowars operation and was preparing to launch a search and seizure raid once a pretext could be contrived.

Meetings have already taken place where FBI agents have openly expressed their confidence that they will find something with which to go after Jones – even if it means framing the radio host – the source said.

“They’re very confident that they can raid this facility and make something up,” said Jones. “Real people in the FBI continue to contact me to say this is coming, this is being done, be ready.”

In light of the Lois Lerner scandal, where conservative groups were deliberately targeted by the IRS, the feds are keen to not make the process look like political persecution, so they are likely to have it spearheaded by the Federal Trade Commission and be related to Infowars’ sale of health supplements, according to Jones.

This would not be the first time that Jones has been touted as a target of the Obama White House. Back in 2009, after Jones released his viral documentary The Obama Deception, the Globe published an Obama “enemies list” that included Jones’ name.

The Obama White House’s persecution of journalists has led many to characterize it as the most hostile administration towards the free press in modern history.

Last year, author and documentary film maker Dinesh D’Souza was sentenced to five years of probation, including eight months in a community confinement center, for making an “illegal campaign contribution” by having other people give money to Republican Wendy Long and reimbursing their donations.

The sentence was described as an act of “political persecution” by many who pointed out that Democrats get away with the same behavior on a regular basis.

Back in 2007, Dallas Mavericks Mark Cuban was also threatened by the FTC for his involvement in a controversial political documentary on the basis that it might embarrass the White House.

President Obama issued a statement yesterday urging Americans to respect the religion of Islam before he even commented on a terror attack by an Islamic extremist in Chattanooga which killed four Marines, prompting widespread anger.

The White House tweeted out a statement wishing Muslims “Eid Mubarak!” as Ramadan came to a close, adding that, “the holiday is a reminder to every American of the importance of respecting those of all faiths and beliefs.”

The statement was tweeted hours after the Chattanooga shooting and after it had been established that the culprit was 24-year-old Mohammad Youssef Abdulazeez, a Kuwaiti Muslim whose blog revealed that Islam played a central role in his ideology.

It was only after Obama had lectured Americans about respecting Islam that he paid tribute to the four dead Marines killed by an Islamic terrorist.

Reaction to the timing was brutal.

Obama has been widely criticized for his refusal to even use the term “Islamic” when referring to Islamist terror attacks, an illustration of the stifling political correctness that surrounds discussion of Islamic-inspired atrocities.

In the aftermath of the shootings, the leftist media, which immediately exploited the Charleston attack to collectively demonize all white Americans, is noticeably shy to discuss Muhammad Youssef Abdulazeez’s motivation.

Salon.com, which said that “white America must answer for the Charleston massacre,” has as its top story this morning a piece about drafting Al Gore. There are no mentions of Chattanooga until you scroll well down the page.

Donald Trump also took Obama to task during a Fox News appearance last night, slamming his fear of using the term “Islamic terrorism.”

House Committee Passed Legislation to Create Special Domestic Terror Unit the Day Before Chattanooga Shooting

Act ignores role of FBI in creating terror attack plots

On Wednesday, prior to the shooting in Chattanooga blamed on a Muslim, the House Homeland Security Committee voted in favor the Countering Violent Extremism (CVE) Act of 2015 (H.R. 2899).

The legislation will create an office within the Department of Homeland Security to address homegrown terrorism and will be allocated $10 million annually.

Pilot CVE programs have already been launched in Boston, Los Angeles and Minneapolis.

Rep. Michael McCaul, a Texas Republican and Homeland Security Committee chairman, sponsored the bill. According to The Washington Times, McCaul said something needs to be done to protect the United States from the growing number of Islamic State inspired-attacks against military facilities, law enforcement officers and Americans.

Congress claims the number of people facing prosecution for planning terror attacks in the United States has increased from 13 in 2014 to 61 in 2015.

Left unmentioned is the fact virtually all high profile domestic terrorism plots in the United States since 9/11 have included the “direct involvement” of government agents or informants, according to a report released last July by Human Rights Watch.

“The problem with the cases we’re talking about is that defendants would not have done anything if not kicked in the ass by government agents,” Martin Stolar, a lawyer for an accused terror suspect, told Mother Jones. “They’re creating crimes to solve crimes so they can claim a victory in the war on terror.”

Forty-two organizations have raised concerns over CVE.

“Given the lack of a sound research basis for CVE programming, establishing a high-level DHS office devoted to the matter would be a further waste of security resources,” states a letter sent to McCaul and Rep. Bennie G. Thompson on July 10 by a number of civil rights groups.

The letter also indirectly addresses the work of the FBI in conjuring up terror plots.

“We note that the bill would require the CVE office to ensure that all CVE-related activities ‘fully respect the privacy, civil rights, and civil liberties of all Americans.’ Unfortunately, given the history of and ongoing abuses in federal counterterrorism policy, including the use of community outreach to gather intelligence and the pressuring of American-Muslims to become informants against their own communities, these words have little meaning.”

BREAKING: House Democrats delivered a stinging defeat to President Obama’s trade agenda when a vast majority voted to derail legislation designed help him advance a sweeping deal with 11 Pacific-rim nations.

The House voted 302 to 126 to sink a measure to grant financial aid to displaced workers, fracturing hopes at the White House that the package would smooth the path for Congress to approve a separate bill to grant Obama fast-track authority to complete an accord with 11 other Pacific Rim nations.

“I will be voting to slow down fast-track,” House Minority Leader Nancy Pelosi (D-Calif.) said on the floor moments before the vote, after keeping her intentions private for months. “Today we have an opportunity to slow down. Whatever the deal is with other countries, we want a better deal for American workers.”

The dramatic defeat could sink the Trans-Pacific Partnership (TPP), a sweeping free trade and regulatory pact that Obama has called central to his economic agenda at home and his foreign policy strategy in Asia. Obama’s loss came after a months-long lobbying blitz in which the president invested significant personal credibility and political capital.

Republican leaders, who had backed the president’s trade initiative, pleaded with their colleagues to support the deal or risk watching the United States’s economy lose ground in Asia.

A House committee has voted to get rid of labels on packages of meat that say where the animals were born, raised and slaughtered.

The House Agriculture Committee voted 38-6 to repeal a “country-of-origin” labeling law for beef, pork and poultry Wednesday — just two days after the World Trade Organization ruled against parts of the law. The labels tell consumers what countries the meat is from: for example, “born in Canada, raised and slaughtered in the United States” or “born, raised and slaughtered in the United States.”

The WTO ruled Monday that the U.S. labels put Canadian and Mexican livestock at a disadvantage, rejecting a U.S. appeal after a similar WTO decision last year.

The law was initially written at the behest of northern U.S. ranchers who compete with the Canadian cattle industry. It also was backed by some consumer advocates who say it helps shoppers know where their food comes from. The supporters have called on the U.S. government to negotiate with Canada and Mexico to find labels acceptable to all countries.

But many in the U.S. meat industry — including meat processors who buy animals from abroad — have called for a repeal of the law, which they have fought for years, including unsuccessfully in federal court.

The bill would go beyond just the muscle cuts of red meat that were covered under the WTO case, also repealing country-of-origin labeling for poultry, ground beef and ground pork. Conaway said the poultry industry asked to be included after facing “high costs and little if any quantifiable benefits” from the labeling law.

Debbie Barker of the Center for Food Safety said the WTO’s ruling, and the House’s action, show no regard for shoppers who want to know where their meat comes from.

“It’s stunning that some members of Congress are so quick to respond to a closed-door, international trade body with no apparent regard for the wishes of American consumers,” Barker said.

On the Senate side, Senate Agriculture Committee Chairman Pat Roberts of Kansas also has said he will move quickly to respond to the WTO ruling, but he has yet to introduce a bill.

Congress. It supposedly “can’t get anything done,” but when it comes to reducing choices for consumers, helping boost corporate profits and reducing citizens’ civil liberties, it has an uncanny ability to act with a remarkable quickness.
